In a small town, a corrupt mayor and judge conspire to carry out wrongful executions, using the victims' land for their own gain. However, their sinister plan is disrupted when genuine witches unexpectedly arrive, harboring a mysterious agenda.

In this movie, the corrupt officials of Salem exploit the witch hysteria to seize control of the land, while the town's clergy strive for justice. Meanwhile, the assistant minister's personal life is complicated by his infatuation with the town's baker, Sara Lee. The story is further heightened by the antics of a group of pot-smoking Native Americans, a female clam chowder wrestling match, and the mischievous activities of a genuine witch.
