The serene existence of an elderly recluse is disrupted when three high-ranking officials from the World Government unexpectedly arrive at his doorstep in a world where the devastating aftermath of a catastrophic event has resulted in a unified global authority.

In a post-apocalyptic Britain, the third world war has ravaged the country, leaving it in a state of devastation. The largest town, Shrewsbury, is now the focal point of a new discovery - a vital mineral found in the South Downs. The USSR, America, and India send representatives to extract the mineral, but due to travel challenges in the non-industrialized country, they are forced to stay with a local family for an extended period. As they reside with the family, they are confronted with probing questions about their lives and the societies they hail from. The British inhabitants, content with their pastoral way of life, raise questions about the value of progress and the consequences of industrialization.
