A Chinese detective pursues a ruthless gang lord who kidnaps Chinese immigrants to force them into American sweatshops, and in the process, avenges her fallen partners. She follows him to San Diego, where she joins forces with an American agent and his team. Despite their contrasting approaches, they eventually put aside their differences and work together to take down the gangster.
