A deadly virus called Pandora is stolen from a high-security installation in Los Angeles, and FBI agent Alec 'Mac' Mckay is sent to track it down. He discovers the thief is a top researcher and sets a trap to capture him and reclaim the virus. Meanwhile, a woman's do-gooder brother becomes involved in the plan to rob a bank where the FBI is watching for the virus. As the situation spirals out of control, a doomsday cult leader named St. Joy emerges, seeking the virus to release into the atmosphere, killing millions. A SWAT team, bank robbers, and cult followers converge on the bank, and a major earthquake hits, leaving Mac and the woman to prevent St. Joy from getting the virus in a deadly game of cat-and-mouse.
