In the quiet town of Little Botham, two bumbling police officers, Sgt. Cannon and PC Ball, face the threat of their station being shut down due to a lack of crime. To justify their existence, they concoct some fictional crimes. However, their attempt to steal a valuable painting from a wealthy businessman accidentally leads them to a gang of real art thieves who have stolen £1 million worth of artwork. Now, the two incompetent cops must try to stop the thieves from getting away with their loot.
