An American submarine intercepts a distress call from a Russian freighter, which was attacked by mysterious frogmen and had high-grade plutonium stolen. The FBI suspects the terrorist Darian Cain, a former Russian commando, is behind the attack. A special anti-terrorist team is formed, comprising military and FBI agents, to capture Cain and recover the stolen plutonium.
