The planet Shada holds a high-security prison for the universe's most dangerous criminals, while Skagra, a genius from Dronoid, seeks to create a "Universal Mind" to control the universe. He targets Shada's imprisoned criminals for their knowledge, but the Time Lords have hidden the location. Skagra discovers a Time Lord, Professor Chronotis, living on Earth, who may hold the key. Chronotis calls for the Doctor's help, leading to a battle for control of the Universal Mind.
