A retired LA cop, Harry Orwell, becomes a private detective after being injured in the line of duty. He's hired by the man who shot him to investigate the other perpetrator involved in the shooting. Meanwhile, Scheerer, the shooter, seeks to eliminate Garrison and protect his heroin empire. Harry O. is driven to bring both Scheerer and Garrison to justice.
