The Square Deal Boxing Corporation tries to make a deal with Knobby Walsh to own a portion of Heavyweight Champion Joe Palooka's contract, but Knobby refuses. The corporation instead tries to sign Humphrey Pennyworth, Joe's friend, for a bout. Humphrey agrees, unaware of the corporation's tricks. The mayor and his cousins, who run the town, erect a fight stadium, leading Humphrey to run for mayor to replace the corrupt officials.
