Counter-terrorist agents are caught in a London traffic jam while escorting the CIA's most wanted terrorist, but he's suddenly rescued by armed motorcyclists. The head of Counter-Terrorism, Harry Pearce, is blamed for the escape, especially after he vanishes. An ex-agent, Will Holloway, is recalled to help find Harry, who's hiding for a reason - he's convinced there's a traitor in MI5's top ranks.
