During World War II, the Germans secretly transmit information to U-Boats from a neutral Portuguese colony. British Intelligence assigns Colonel Lewis Pugh and Captain Gavin Stewart to Goa to uncover the Germans' plans. They discover three German vessels and a notorious spy, Trompeta, and kidnap him, but Lewis accidentally kills him. The mission fails, but Lewis and Gavin convince their chief to send a group of veterans to Goa, posing as drunken businessmen, to destroy the German ships and obtain their secret codes.
