Katy White's story unfolds in a hospital bed, as she recounts her struggles with her sister Laura, who's drawn to a life of crime with her boyfriend Al. Despite Katy's efforts to guide her sister away from trouble, Laura steals their father's gun at Al's request. Meanwhile, a group of kids, including Katy and Laura, form a JIVE Club under the supervision of policewoman Helen Clark, aiming to stay off the streets and avoid delinquency.
