The 19th century saw fierce competition between entrepreneurs and local wheat farmers and railroad developers in Fargo, Dakota, as they vied for control of the town.

Professional gambler John Devlin elopes with Sandra "Sandy" Poli, daughter of a wealthy railroad tycoon. They plan to invest in land options to sell to the railroad, but their plans are threatened by rival businessmen and gangsters who seek to drive out local farmers and blame the destruction on Native Americans.
