Lieutenant Theo Kojak investigates the murder of several men of Byelorussian origin, initially unaware of a connection between the victims. He discovers they all immigrated to the USA after World War Two, knew each other, and had no known enemies. Despite no motive being found, Kojak believes the murders are linked and the work of a serial killer. The US State Department orders him to drop the case, but Kojak's investigation leads him to uncover information about former Nazis who came to America, their war crimes, and the US Government's involvement in harboring them to use against the Soviet Union during the Cold War.
