A retired American gangster, now a fisherman, saves a ship engineer from a sinking tramp steamer and brings him to a secluded island in South America, where they both seek refuge from their troubled pasts.

Ship engineer Jim Taggert is rescued from a torpedoed tramp steamer by Joe Morgan, a fisherman operating from a remote island off the coast of South America. Morgan's island hideout, the Halfway House, is a bar and dance resort catering to planters and traders. Taggert finds himself trapped with American entertainers and discovers Morgan's sinister activity: supplying German U-boat commanders with torpedoes, which he has rigged to explode at sea, sinking the U-boats.
