Scout Bozell, a clumsy and well-meaning student, dreams of joining his school's Safety Patrol. However, his transfer to a new school brings new challenges, as his new friends warn him that the Safety Patrol, led by the principal's son, is notorious for bullying. Unbeknownst to Scout and his friends, two school staff members are actually professional thieves using the Safety Patrol to aid in their crime ring. When the principal discovers that a member of the Patrol is involved in the school's thefts, Scout is falsely accused and targeted by the 'Safeties' in a sinister plot to set him up.
