Joe Ruddy, a self-proclaimed "Perfect Movie Fan", is unexpectedly appointed head of a production company as a publicity stunt. However, not everyone is aware of the joke, and Joe takes it a step further by hiring notorious gangster "Buggsy" Malone to play himself in a biopic about his life. Despite having gone straight, "Buggsy" still exhibits some old habits, including taking control of the film and the studio. Meanwhile, his sister Molly falls for Joe, and the head of the studio, R. B. Harris, grows increasingly disenchanted with the publicity stunt.
