A man claiming to be Santa Claus moves into a town, bringing joy to many but disrupting the daily lives of others. The town's young people, including a skeptical 10-year-old named Tommy, come to believe he is the real Santa. This causes problems for Elizabeth, Tommy's mother and the town's city attorney, who is also a mayoral candidate. As she negotiates with a developer for the historic train station property, she must navigate the controversy surrounding Santa and her own feelings about him.
