Calvin Dexter, a former CIA agent, takes on cases that fall outside the legal system after his daughter's death in Panama. He agrees to find Richard Edmonds, a young man who went missing while working for a charity in Bosnia. Dexter discovers that Edmonds was brutally murdered by Serbian war criminals for helping street boys. He offers to "finish the job" and eliminate the war criminals, but his plans are thwarted by the CIA, which wants to use one of the criminals, Zoran Zilic, for a nuclear arms project.
