Charlie the Tramp, smitten with Edna, returns a stolen collection box and becomes a policeman. Assigned to Easy Street, he faces off against Eric the Tough, but instead of using violence, he uses his wits to help the poor and vulnerable, ultimately transforming the community and even reforming Eric.
