After a devastating drought ruins their farm, the Weaver family sets out to start anew in the West, where they meet a group of tramps who take them in and share their stories. When a wealthy merchant accuses one of the tramps of theft, tensions rise and the group must flee, eventually finding refuge in a deserted town. As they work to restore the town and its founder's eyesight, they scheme to get the governor's approval for a levee to save the town from flooding. With the help of the tramps, the Weavers and the townspeople rebuild and eventually convince the governor to help them, leading to a happy ending for all.
