Gia Summers, a young woman, moves to Maple Plain to start anew after a personal tragedy. She takes a job with the Parks and Recreation Department, where she discovers that her boss, Don Hamilton, prioritizes personal gain over merit. Gia befriends the town's firefighters, who are trying to convince Don to transfer the fire hall's parking lot to the fire department so they can build a gym. She also learns about the challenges faced by firefighter "Big" Mo Wagner's daughter, Julia, who has cerebral palsy and cannot access conventional playgrounds. Gia decides to include an inclusion playground in her park plan, but Don tells her she'll need to fundraise for it.
