The Wind Festival in Fura City brings citizens together with the wind, and every year on the final day, the legendary Pokémon Lugia bestows its blessings upon the people. This film weaves together the stories of five individuals, each with their own unique struggles and aspirations: Lisa, a young Pokémon trainer finding her footing; Karachi, a liar trying to change his ways; Torito, a researcher seeking confidence; Hisui, an elderly woman struggling with her dislike of touching Pokémon; and Rarugo, an enigmatic young girl who protects the forest alone.
