In late 19th Century Hong Kong, pirates dominate the waters, while the British occupy the land. Despite limited funding, the Coast Guard is tasked with combating the pirates, but their efforts are hindered by corrupt government officials secretly supporting the pirates. Officer Dragon Ma is determined to protect his Coast Guard from ridicule.
