Clint Eastwood plays Nick Pulovski, a detective with a lackluster career in the auto theft division. However, everything changes when he discovers a major car theft and chop shop ring led by Strom (Raul Julia). After his partner's death, Pulovski is assigned a new partner, David Ackerman (Charlie Sheen),a newly promoted detective. Despite being taken off the case, Pulovski is determined to catch Strom, while Ackerman struggles to follow protocol and overcome his childhood fears.
