In the post-Civil War era, outlaws flock to the southwest to exploit small towns. Henry Hardison and his gang aim to swindle the ranchers of River Bend out of their property by promising a dam to provide water for their land. However, John Avery and his daughter Anne are skeptical, and when Steve Ramsey, an engineer and surveyor, arrives to assess the land, he discovers Hardison's true intentions. As Steve, also known as the Durango Kid, and the town newspaper editor Smiley Burnette work together to thwart the scheme, open war ensues.
