In the mining town of Panamint, a preacher is sought to establish a new church, and the mayor finds Philip Pharo, a young man skilled in both combat and sermonizing. Upon his arrival, Philip discovers that the town's troublemakers are more powerful than its upstanding citizens. As he tries to uplift the miners and reform the sinners, the righteous residents become outraged, leading to a quest for retribution.
