Crime boss Carl Grissom runs Gotham City, but a new crime fighter emerges: Batman. Grissom's right-hand man, Jack Napier, is a brutal and unstable individual. After a falling out, Napier is set up with the police and appears to die in a vat of chemicals. However, he returns as the Joker, unleashing terror on Gotham City. Meanwhile, reporter Vicki Vale is in town to profile Batman and starts a relationship with his alter ego, billionaire Bruce Wayne.
