Batman forms a pact with Gotham's only two uncorrupt lawmen to take down the Roman, head of the Falcone Crime Family, after a brutal murder on Halloween. However, as more deaths occur on Thanksgiving and Christmas, it becomes clear that they're dealing with a serial killer, whose identity grows harder to discern with each conflicting clue.
