In the film, Bumper, a charismatic vagabond, leads a group of eccentric followers in New York's Central Park. He's a close friend of Mayor Hastings, who often seeks his advice. However, the Mayor is unhappy in his love life, believing his sweetheart June is cheating on him. Bumper finds June's lost purse and takes it to the address inside, where he meets the Mayor, but June has lost her memory after a suicide attempt. Bumper takes care of her and introduces her to the Mayor, but it's revealed that June is the Mayor's sweetheart, and the girl Bumper has fallen in love with. The Mayor eventually takes June away, leaving Bumper to return to his former life in the park.
