Gordon Kahl, a disillusioned American farmer, refuses to pay taxes, convinced the government disregards the interests of farmers. After his release from prison, his radical views remain unchanged, and he advocates for others to defy tax laws. Kahl also joins a paramilitary and white supremacy group, prompting the FBI to attempt to arrest him. However, when the authorities refuse to back down, Kahl resorts to violence, killing most of the agents sent to apprehend him. With Kahl on the run, a dedicated FBI agent leads the pursuit to capture him and his accomplices.
