Lord Doom, a dark mastermind, unleashes Kraa the Sea Monster on Earth as part of his intergalactic domination plan. To prevent the Planet Patrol from interfering, he disables their nearby space station. However, a skilled alien agent, Mogyar, arrives on Earth to stop the monstrous sea-beast. Mogyar mistakenly lands in New Jersey instead of Italy, where scientists could have aided him in building a weapon to defeat Kraa. To succeed, Mogyar must overcome his Italian accent and unusual appearance to form an alliance with nearby humans and save the planet.
