A small town beset by a wave of juvenile delinquency comes together to construct a youth center, transforming a neglected warehouse into a vibrant haven of activity.

In a small town plagued by juvenile crime, a youth center project gains momentum. The leaders propose transforming an old warehouse into a hub for young people, but the mayor, Phineas Wharton Sr., has his own plans to profit from the property. However, a group of non-delinquent students from San Juan Junior College, including Freddie, Dodie, Lee, Betty, and Roy, rally against the mayor's scheme, ultimately leading him to donate the warehouse to the Youth Center committee.
