In a post-Civil War United States, the country is in a state of emergency under a fascistic government. The last free city, Steel Harbor, is a California industrial town and headquarters of the resistance. Barb Wire, owner of the Hammerhead nightclub, is a bounty hunter and a lone survivor in the crime-ridden streets. When her former lover Axel Hood asks for her help in fleeing to Canada, Barb becomes embroiled in high-stakes politics and must take sides for the first time.
