In England during World War II, Charlie, Carrie, and Paul Rawlins live with apprentice witch Miss Eglantine Price. Charlie blackmails her into giving him something, and she places a "famous magic traveling spell" on a bedknob from her late father's brass bed. Only Paul can activate it, and their first journey takes them to a London street where they meet Professor Emelius Browne. Miss Price reveals a plan to find the magic words for a spell called "Substitutiary Locomotion" that brings inanimate objects to life, aiming to use it for the war effort.
