In mythical Japan, a tailor-turned-Executioner searches for a victim to impress the ruling Mikado. He finds a strolling minstrel who loves a beautiful girl, but she's also loved by the tailor. To solve their problems, the tailor offers to execute the minstrel, allowing him to marry the girl for a month before his death. Unbeknownst to the tailor, the minstrel is actually the Mikado's son, who fled a betrothal to an older woman. The Mikado's arrival brings the story to a head.
