In the film, Hoppy assumes a new identity as an outlaw and immerses himself in a group of bandits, participating in their illicit activities and disciplining troublesome youth. Meanwhile, Loco cleverly conceals his true intentions by pretending to be innocent.

Hoppy goes undercover as an outlaw to track down a group of outlaws operating along the border, allowing him to break free from his usual norms and indulge in drinking and mischief. Meanwhile, the leader of the outlaws, Loco, cleverly avoids suspicion by feigning stupidity.
