In a crime-ridden East Coast city, a new undercover law agency is formed to take down a powerful gang led by Ward Sturgis. Inspector Lane heads the agency, with Emmet White and Bull Regan as his assistants. Mary Norton, the secretary for one of Sturgis' legitimate businesses, has inadvertently discovered his criminal activities and barely escapes with her life from his yacht. When Sturgis is found dead, Mary becomes the prime suspect, and Bull is tasked with capturing her. However, she manages to evade him, and he eventually rescues her from Sturgis, who had faked his own death to throw the agency off his trail.
