Major Frank Cross, a US Air Force pilot, is in trouble with the military after making an unauthorized humanitarian relief flight to help starving Kurds. The President wants to use Cross as a media hero, so he gives him a new assignment: to carry the "black bag," a high-tech briefcase containing the codes to launch America's nuclear missiles. However, a team of mercenaries steals the briefcase and Cross must chase them through the streets of Chicago and eventually infiltrate a missile silo to stop them from launching a nuclear attack.
