This movie follows the "Dead End Kids" gang, with only four members, as they struggle to survive in poverty-stricken slums. Tommy Clark is the only member employed, working for a crooked finance company that charges exorbitant interest rates and repossesses goods from poor borrowers. However, Tommy eventually has a change of heart and turns over evidence to the District Attorney's office.

A group of rebellious youth, known as the "Little Tough Guys", swap their troublemaking habits for a new career as debt collectors, only to uncover the dark secrets and illegal operations of the finance company they work for.
