In London's West End, a new crime syndicate is formed by a group of mobsters, led by Harry Foulcher, a nightclub owner. The syndicate operates a protection racket, forcing small merchants and business owners to pay a monthly fee for protection. The police, led by Detective Inspector Sayers, struggle to stop the syndicate's activities due to a lack of resources and witnesses' fear to testify. As the syndicate's success grows, tensions arise among its members, particularly when Waldo Zhernikov, the accountant, becomes increasingly greedy and starts targeting major construction companies and land developers. This leads to a gang war and eventually, the government steps in, forcing the police to arrest and recruit a key member, Paddy Damion, to rat on the syndicate.
