An FBI agent, Sarah Ashburn, is sent to Boston to track down a drug lord, Mr. Larkin, and is promised a promotion if she succeeds. She clashes with a local cop, Shannon Mullins, who has arrested Larkin's proxy, Rojas. Despite their differences, Ashburn and Mullins are forced to work together to find Larkin, who is taking over the city's drug trade.
