Scotland Yard's Inspector Higgins investigates a series of murders connected to the seemingly haunted corpse of Sir Oliver, whose funeral is disrupted by the sound of his laughter. As the killer targets those close to Sir Oliver, Higgins joins forces with reporter Peggy Brand and his bumbling chief, Sir Arthur, to uncover the identity of the murderer and the significance of a poisoned scorpion ring.
