A young man, Norman, is thrilled with his job selling newspapers outside Westminster station, but his grandfather, the Prime Minister, has other plans. He lands a job as a reporter in the seaside town of Tinmouth, where he gets into chaos at a council meeting and accidentally demolishes a new house. Norman then tries to organize a beauty pageant, leading to a hilarious tale of corruption in both high and low places.
