John Steele, a troubled Vietnam Vet, struggles to adjust to life after the war and holds a grudge against General Kwan, who betrayed him and his best friend Lee in Vietnam. When Lee is murdered by drug dealers, Steele sees the shooter, who turns out to be Kwan's son. Steele sets out to prove Lee's innocence and take down Kwan, who is now a respected community leader, despite his own corrupt past.
