Two rugged cowboys, Hoppy and California Carlson, embark on a journey to California to assist their friend Lucky Jenkins in his time of need.

Hopalong Cassidy and his sidekick, Lucky Jenkins, are called upon to help a town in California plagued by outlaws. When Cassidy declines the assignment, Lucky takes it on alone, but soon finds himself in over his head. Hopalong Cassidy reappears, posing as an outlaw, and arrests a cook who knows the whereabouts of the gang. He becomes a U.S. Marshal and teams up with the cook, California Jack, to track down the gang. Along the way, they meet a penniless rancher, Pico Serrano, and his daughter, Paquita, who Lucky falls in love with. The group eventually engages in a fierce gunfight with the outlaws, resulting in the death of Paquita and the capture of the gang's leaders.
