The Chang brothers' story unfolds as Jian-Wa departs LA after a gang confrontation involving his brother Wago. He heads to the south, where he becomes embroiled in a conflict between racist whites and innocent Vietnamese fishermen. Jian-Wa joins forces with the fishermen to defend themselves, while back in LA, Wago has started a new life as a gangster.
