David Owen's life in Manhattan with his wife and baby is disrupted by the constant noise of car alarms, leading him to take drastic measures. After being kicked out by his wife, he becomes "The Rectifier," breaking into cars with blaring alarms and leaving a calling card. A young reporter, Gruska, discovers his identity and they fall in love, teaming up to fight the mayor and push for a ballot initiative to ban car alarms.
