Clyde Shelton's family is brutally murdered, but the perpetrators are caught. However, due to procedural errors, the D.A. Nick Rice only has circumstantial evidence. To secure a conviction, Rice makes a deal with one of the perpetrators to testify against the other. Shelton is outraged by this betrayal. Ten years later, the convicted perpetrator is executed, but the execution goes awry due to tampering. The other perpetrator is found dead, killed in a gruesome manner.
