Officer Frank Williams, still recovering from a brutal attack four years prior, is relocated to the County Detention Center and works as a guard. He's tasked with overseeing a group of delinquents as they clean up the abandoned Blackwell Hotel, which has been out of commission since a fire damaged the top floors. In exchange for their labor, the inmates will have their sentences reduced. However, their work is disrupted when one of the inmates is captured by the deranged serial-killer Jacob Goodnight, who's obsessed with collecting the eyes of his victims.
